Did you download a package of files? I believe you’re supposed to install it onto the server you’re using (which their site should have step by step instructions on that).
First step:
You need to get yourself a good host who is capable of running PHP4 or 5 and MySQL 4 or 5. You also need a domain name. Link the two together as usual with all hosts.
