The point of STS (simple template system) is to allow people with little to no PHP experience to develop templates for osComm. Installing STS is just a matter of uploading to your oscomm directory, not changing any code (well, until you make the new template, but then its mainly a matter of HTML)
Once you’ve downloaded it, you read it to see if you have to change anything (your company name, your merchant account, etc.), make the changes and upload it to your host computer. Of course you have to be able to read php to use it. If you don’t understand php you either hire someone who does or you can’t use it.
Assuming you have installed osCommerce, you should be able to install STS – it’s pretty straightforward. Overwrite some files in your osC site with files that are in the STS .zip
After this, you turn on STS in your osC Admin Area and make any changes to 1 template which then controls the look of your site.
